Kazakhstan to Completely Ban Sale and Consumption of E-cigarettes


On July 29th, lawmakers in Kazakhstan voted to prohibit the sale, import, export, and production of electronic cigarettes, as well as liquids and other flavorings used in such devices. With a vote of 12-2, a cross-departmental committee implemented a comprehensive ban on the sale, import, export, and production of electronic cigarettes.
 
According to reports by Kazinform, on June 8th, Amanzhan Zhamalov, a member of the Majilis (Lower House of Parliament) of Kazakhstan, announced that the sale and consumption of e-cigarettes within Kazakhstan would be banned. He stated, "We have decided to amend the legislation to ban the sale and consumption of e-cigarettes in Kazakhstan. Kazakhstan will completely prohibit the sale and consumption of tobacco-containing e-liquids and electronic vaping devices."
 
Currently, Kazakhstan does not impose taxes on heated tobacco products such as IQOS and GLO. Meanwhile, the parliamentarians have supplemented and amended the healthcare code to address the issue of prohibiting the sale and consumption of tobacco-containing e-liquids and electronic vaping devices. Zhamalov added, "We will comprehensively ban the sale and consumption of various flavored e-liquids and electronic vaping devices within the territory of Kazakhstan. As a result, these concepts have been removed from the tax legislation."
